Bataan stands to gain 600 EV charging stations and 1,200 battery-swapping stations under a new memorandum of understanding (MOU) with Vietnamese infrastructure firm V-Green. The agreement covers one city and 11 municipalities, and lays the groundwork for VinFast’s planned electric scooter launch in the country later this year.

What V-Green plans to build in Bataan

The MOU sets targets, not a fixed construction timeline. According to V-Green and the provincial government, the rollout covers:

  • 600 EV charging stations, for electric cars and four-wheelers
  • 1,200 battery-swapping stations, primarily for electric two-wheelers
  • Coverage area: Balanga City plus the 11 municipalities of Abucay, Bagac, Dinalupihan, Hermosa, Limay, Mariveles, Morong, Orani, Orion, Pilar, and Samal

V-Green will handle the supply, installation, operation, and maintenance of the network. The Bataan provincial government will facilitate permits, endorse strategic locations, and coordinate with local government units.

Who V-Green is, and why this matters

V-Green was founded by Pham Nhat Vuong, the same person behind VinFast, one of Vietnam’s largest electric vehicle manufacturers. The company exists to build out charging infrastructure wherever VinFast expands, and V-Green has identified the Philippines as one of its key markets.

The Bataan rollout is timed to support VinFast’s planned launch of electric scooters in the Philippines later in 2026. Battery-swap infrastructure is expected to be in place by the time the e-scooters arrive, so riders can exchange depleted packs for charged ones instead of waiting to recharge.

How it fits the bigger picture

V-Green also signed a separate MOU with Clean Fuel, a Philippine independent fuel retailer, to develop EV charging stations at high-traffic fuel stations in Dasmariñas, Cavite. According to V-Green, locations in Cebu, Mandaue, and Lapu-Lapu are also being explored.

The company’s longer-term goal, according to V-Green, is to deploy 30,000 battery-swapping stations across the Philippines. For reference, that figure is well above any existing EV charging network in the country, where most operators currently count their footprint in the dozens or low hundreds.

Who should care

If you own a VinFast EV in Bataan, or you have been waiting for charging coverage outside Metro Manila before switching to electric, this MOU is the most concrete step toward province-wide EV infrastructure in the Philippines so far. If you are planning to buy a VinFast e-scooter when it launches, the swap network is what makes ownership practical outside a single city.

That said, an MOU is an intent to deploy, not a guarantee. No build timeline has been published, and station counts of this scale routinely shift in the move from agreement to construction.

What to watch for

The next signal worth tracking is the first physical station opening, usually a media event in itself. VinFast Philippines is also expected to confirm e-scooter pricing and launch dates in the coming months, which will set the practical demand for the swap network. For now, the agreement makes Bataan an early proving ground for province-scale EV infrastructure in the Philippines.
